This Invitation for Tenders follows the General Procurement Notice for this project which was published in 'Procurement Opportunities', EBRD 14.05.2009, updated 27.08.2010 and 30.01.2012.
Railways of Montenegro '´eljeznicka Infrastruktura Crne Gore AD (ZICG)", hereinafter referred to as "the Employer", intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development ("the Bank") towards the cost of a project to undertake emergency rehabilitation of the railway infrastructure.
The Employer now invites sealed tenders from contractors for the following contracts to be funded from part of the proceeds of the loan:
• Works on tracks reconstruction at station Niksic and open track on Niksic-Podgorica line. The works on the Niksic-Podgorica line for rehabilitation, in one lot, will include: Works on Reconstruction of Reloading/Unloading Tracks and Track Connections at Station Niksic and Open Track on Niksic-Podgorica line.
Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.
To be qualified a Tenderer must demonstrate to the Employer that it substantially satisfies the requirements regarding experience, personnel, equipment, financial position and litigation history, specified below and as detailed in the Tender documents:
1. General Experience:
-Annual turnover > Euro Eight (8) million equivalent, in the last Five (5) years.
-At least Three (3) projects similar in the last Five (5) years.

4. Financial Position: to meet construction cash flow not less than euro 800,000 equivalent.
5. Litigation History

If requested, the documents will be promptly dispatched by courier and, in addition, electronically via e-mail but no liability can be accepted for loss or late delivery.
All tenders must be accompanied by a tender security of Euro 30,000 for lot or its equivalent in a convertible currency.
Tenders must be delivered to the office at the address below on or before Thursday, 29 March 2012 at 12:00 hrs (Podgorica, local time) and will be opened at 12:30 hrs pm (Podgorica, local time), will be opened in the presence of those tenderers' representatives who choose to attend.
