These platforms are to be used primarily for the maintenance and installation of various infrastructure equipment and associated services. II.1.6)Common procurement vocabulary (CPV) 34621200 II.1.7)Information about Government Procurement Agreement (GPA) The contract is covered by the Government Procurement Agreement (GPA): no II.1.8)Information about lots This contract is divided into lots: no II.1.9)Information about variants Variants will be accepted: yes II.2)Quantity or scope of the contract II.2.1)Total quantity or scope: Network Rail has a requirement for the provision of a range of Mobile Elevating Work Platforms, from MEWP platform only to MEWP platform with crane and wire dispensing under tension capability. These vehicles are to be used for maintenance and installation of various infrastructure equipment and associated services and incident response. The base vehicle chassis shall be optimised for payload and physical dimensions. Vehicles larger than 18t should be designed on a modular concept, using standard DIN ISO 688 twist lock 20 foot, 15 foot dimensions with the option of a 5 man crew cab. The base vehicles shall be designed with hydrostatic rail axles. The base vehicle to be designed to minimise the area required to on/off track. The vehicle and all associated equipment and components shall comply with the following, as a minimum. Where British Standards apply, we require compliance with the Standard or its equivalent in your country of operation: UK RIS-1530 -PLT. EMC Directive 2004/108/EC. Machinery Directive 2006/42/EC. Working at Height Directive 2005 - SI 2005/735. Noise EU Directive 2002/49/EC. Vibration Directive 2002/44/EC. Equipment for Use Outdoor Regulations 2001, EU Directive 2000/14/EC, amended 2005/88/EC. Control of Substances Hazardous to Health (COSHH) Regulations 2009. Road vehicle (construction and use) regulations 1986. The vehicles shall be capable of meeting the following operational work requirements as a minimum: Basket capabilities free on wheels: — minimum of 180o Basket slew operation (either side of track centre line), — basket rotation: 3000, — minimum basket dimensions: 1.2 x 2.2m, — minimum SWL: 400 kgs, — minimum radius of work: 2 m, — maximum working height 3 m from track centre: 10 m, — maximum out reach (above rail level): 6 m, — Minimum towing capacity: 10 tonnes. Crane capabilities where specified: — knuckle boom crane (or similar) capable of supporting radial load, conductors, steelwork, crane hook to be capable of reaching any point of work baskets working envelope (may require outriggers to be deployed dependant on side reach required), — 60o slew operation, — minimum SWL: 400 kgs, — minimum radius of work: 2 m, — maximum working height 3 m from track centre: 12 m, — maximum out reach (from track centre line): 4 m, — winch suitable for crane capabilities, — minimum free on wheels duty in conjunction with the basket of: — out reach: 2 m, — working height: 12 m, — SWL: 250 kgs, — material and tool storage space of up to 600 kg. Wire dispensing under tension system where specified. System to be capable of deploying a minimum of 500 metre of both contact wire and catenary wire, the design shall allow for a split drum capable of carrying both conductors. System to have the ability to carry a drum of conductor up to a maximum diameter of 2 metre and a width of 1,2 metre with a maximum mass of 2 250 kg. Attributes common to all vehicles: — on/off tracking on a road rail access point utilising a maximum of 7 metre of track infill, — on/off track under live OLE, — travel under live OLE and in isolated electrified 650/750 V DC 3rd / 4th rail areas, — working speed from basket 5kph - 14kph, — workplace lighting independently directed LED light assemblies, to illuminate the track around the vehicle and the basket, — 110v 16 amp outlets to be provided on the access basket and on the vehicle chassis, — operator and ground staff communication device/system power supply. 24vdc 600mA power supply at all operator positions, — have a rail travel speed of maximum 35mph, restricted to 20mph (to allow for future amendments to prescribed speeds).
